Frank is a friend and co-worker of George. He first appears in the episode "Max's Big Adventure", (the Season One finale, episode #4), where he has joined George's carpool. He later quits the carpool, after George, in allowing him in the carpool tried to enlist him, in trying to teach Max a lesson about not talking to a stranger or accepting a car ride from one when walking on the way to and from school, only to have it backfire.
When Mel and George are questioned by Jim, a policeman, and also a neighbor and friend of theirs who was also walking his son to school, and who didn't recognize that it was George behind Frank trying to approach Max, (who ran away anyway) and became suspicious of Frank as a little boy in the neighborhood named Timmy got in their SUV instead, as Mel asks out of the carpool.
Later, in the episode "The Wedding Dance" in Season Two. Frank has his wedding in George's backyard, as well as his "bachelor party" with George, Ernie, and Curtis, where he gets drunk. Frank also has gambling problems and struggles when his job is in jeopardy.
